During the forum, the CDTOsof the Regional Military Administrations and the local authorities have toldabout their achievements in the area of regional digitalization andtop-priority projects for year 2024, and the team of the Ministry of DigitalTransformation has represented the pilot Digital Transformation Index of theterritorial communities of Ukraine
On April 22and 23, the Digital Power Summit 2024 has taken place, during which the CDTOsof the Regional Military Administrations and the local authorities have toldabout their achievements in the area of regional digitalization andtop-priority plans for year 2024. Also, the representatives of the government,partners and stakeholders of digitalization of Ukraine have participated in theforum.
Theparticipants of the Digital Power Summit 2024 have taken part in theinteractive event, during which they have analyzed the local projects in groupsand have represented case that should be initiated at the local level. Theregional coordinators of the EGAP Program and the CDTOs of the RegionalMilitary Administrations have become the group mentors.
IndrekEensaar, the Head of the Innovation Department of the Saue Municipality ofEstonia, has addressed the forum. The expert has told about the experience oflaunching the digital projects in Saue and called on the CDTOs of the regionsof Ukraine to support the digitalization during the implementation of newdigital initiatives online.
Also, thepresentation of the pilot Digital Transformation Index of the territorialcommunities of Ukraine has taken place during the summit.
«In Ukraine, decentralization is an important part of public governance. Its implementation is impossible without the communities that are actively involved in the transformation processes and implement the initiatives of the Ministry of Digital Transformation locally. In order to assess the level of digitalization of the communities, we have developed the first pilot Digital Transformation Index of the territorial communities of Ukraine together with our partners. Just like the Digital Economy and Society Index monitoring the evolution of the EU states, our Index considers the digital economy. This allows us to assess the level of information technology development and access to them in the communities, as well as to ensure the growth of competition capacity of the communities and their innovation development. I thank the communities that have participated and provided information in the form of self-assessment», said Valeriya Ionan, the Deputy Minister of Digital Transformation for Eurointegration.
The indexallows discovering the strengths and weaknesses of digital transformation andimplement projects of immediate interest for the population.
«The ambitious goals set by Ukraine may be achieved only in case of synergy of efforts on all levels, from the central authorities to local communities, as well as international partners. As the partner of the Ministry of Digital Transformation, we are able to provide all the required expert, organizational and technological support; however, the proactivity of the CDTOs at the local level and the leadership of the communities in this process make it much faster. It is very impressive that the leaders of the communities and the citizens demonstrate enormous demand of digitalization, and there are also local leaders full of initiative and determination. This provides grounds for optimistic forecasts in terms of the future of digitalization of Ukraine», mentioned Victor Liakh, the President of the East Europe Foundation.
The highestindications of the Digital Transformation Index have been recorded inDnipropetrovsk (25.64), Lviv (26.83) and Kyiv (25.49) regions; the lowest ones– in Mykolaiv (14.88) and Chernihiv (16.53) regions.

The pilot Digital TransformationIndex of the territorial communities of Ukraine has been implemented with theassistance of the Ministry of Digital Transformation and the East EuropeFoundation within the framework of the EGAP Swiss-Ukrainian Program and withthe methodological support of Deloitte.
In particular, Halyna Pustova, the Director of the CDTO Campus, hasjoined the speakers of the Digital Power Summit 2024. During the paneldiscussion on a topic: Where to Get Personnel for Village Digitalization?Halyna has told about the mission of the CDTO Campus and how the projectprepared digital transformation chiefs.
«The CDTO is the state-of-the-art profession, and there are no university graduates specializing in it yet. Therefore, we created the CDTO Campus, which is the place of training of the leaders of the new generation, which are going to support the digital transformation in the communities and cities and at the state level. We have already received about 1,000 applications, and a lot of them are from representatives of communities, particularly villages. We are impressed that those are the specialists determined to acquire knowledge and skills during the project and return to their communities to develop them. I am sure that with such professionals, we are going to change our country for the best», Halyna has stated.
