Texty.org.ua, with the support of OSCE and CDTO Campus under the auspices of the Ministry of Digital Transformation, will conduct two two-day courses for digital transformation leaders of central executive authorities, local government authorities, and state administrations.

The training programs will feature various interaction formats between participants and speakers, including lectures and discussions. Experienced experts such as CDTOs and Heads of Digital Transformation Departments of Central Executive and Local Government Authorities will also share their experiences of publishing and using open data to make decisions.

Each training course will include a facilitation session that provides all participants with the opportunity to highlight the challenges they encounter in publishing and using open data. Collectively, they will attempt to find and propose solutions.

During the training, participants will improve their competencies and become aware of

  • Specifics of the legal framework of open data policy in Ukraine and European countries.
  • High-quality cases of publishing and using open data in Ukraine and Europe.
  • How open data can help face the challenges of war and the role they play in economic development during wartime and post-war periods.
  • Technical aspects of open data operating in Ukraine.
  • Formation of open data infrastructure and decision-making based on open data.

Overall Benefits of Open Data for Central and Local Government Authorities

Open data for digital transformation leaders is a powerful resource that enhances decision-making efficiency, makes them transparent to the public, and provides independent developers and users with the ability to analyze data (conduct research and investigations, create data-based services used by hundreds of thousands of citizens). Open data is also a forceful anti-corruption tool.

The training course is implemented by the Ministry of Digital Transformation of Ukraine in cooperation with the NGO "Data Journalism Agency" (Texty.org.ua) in the framework of the project “Promoting Good Governance and a Positive Business Climate in the OSCE Region through Digitalization and the Use of Open Data” of the Organization for Security and Cooperation in Europe (OSCE).
